Former CTU agent Jack Bauer calls girlfriend Audrey Raines after a bomb explodes on a commuter train. While they're on the phone, she and her father, Secretary of Defense James Heller, are abducted.

Jack is reinstated at CTU under current director Erin Driscoll, who's also dealing with her troubled daughter. The terrorists announce they will execute Heller and broadcast it over the internet. With Chloe O'Brian's help, Jack rescues both Audrey and her father.

CTU learns the Dobson Override, a device created by McLennan-Forster that controls nuclear power plants, has been stolen by terrorists to cause meltdowns. After her escape, Audrey heads out with Jack to identify a suspect, but they get cornered by gunmen.

The mastermind behind the attacks, Habib Marwan, tells Navi Araz that CTU shut down all but six nuclear reactors. Marwan then orders Navi to kill wife Dina and son Behrooz for causing trouble. Later, a wounded Dina agrees to help CTU in exchange for her son's immunity.

Ex-agent Tony Almeida comes to Jack and Audrey's rescue, then helps find the man who gave Marwan the Dobson Override. Meanwhile, analyst Edgar Stiles stops all the nuclear reactor meltdowns except for one, which ends up killing his mother.

Jack tortures McLennan-Forster' CFO Paul Raines in front of ex-wife Audrey for information. When Jack and Paul head to the company's office, they find an electromagnetic pulse bomb, which can disable all electronic devices. CTU assumes it will be used to destroy incriminating evidence tying the company to the attacks.

Back at CTU, director Erin Driscoll learns her daughter committed suicide and steps down in favor of Tony Almeida. But Division sends Tony's ex-wife, Michelle Dessler, to take command. Jack is unable to disarm the EMP, which causes a blackout of Los Angeles.

When gunmen target Jack and Paul, they rely on civilians to help fight them off. Paul is shot and taken back to CTU in critical condition. Elsewhere, Mitch Anderson steals a stealth bomber and shoots down Air Force One. President John Keeler survives, but in critical condition.

With help from Dina Araz, Jack sets out to capture Marwan. Instead, Jack is taken hostage and Dina is killed. Vice President Charles Logan is sworn in, then calls on former President David Palmer for advice. Palmer then sanctions a covert operation on the Chinese consulate to capture a suspect.

Marwan demands an exchange -- Jack for Behrooz Araz. Jack then pursues Marwan to the Air Force One crash site, where they both search for the briefcase with nuclear launch codes. Back at CTU, Jack chooses the Chinese suspect's life over Paul's, and Audrey later breaks up with him.

Palmer tells President Logan he approved the Chinese consulate mission, during which the consul was accidentally killed. The Chinese have proof Jack was involved and demand justice. Marwan launches a nuclear warhead, destination unknown.

CTU follows a lead to assassin Mandy, who takes Tony Almeida hostage. She proposes a deal: immunity (which includes her poisoning Palmer in season two) for Marwan's location. Jack tracks down Marwan, who dies without giving up the warhead's target.

Chloe and Edgar recover data from Marwan's tracking device, and discover the warhead is speeding toward Los Angeles. A fighter jet then shoots it down and everyone celebrates. Meanwhile, Michelle and Tony reconcile.

President Logan agrees to turn Jack over to the Chinese, but aide Walt Cummings secretly plans to kill Jack. Palmer learns of this, so Jack fakes his death and escapes with the help of Tony, Michelle and Chloe. In a final phone call, Palmer reminds him that "Jack Bauer" is now dead. Jack hangs up, puts on his sunglasses and walks away.
